Maybe I put it poorly. These policies are between nations. When the Sherriff Dept. of Random County, TX shows up at the border and says, "take this guy," it shouldn't be surprising if Mexico's response is, "we have a repatriation agreements with the US government, but who the fuck are you?"
Everything with national borders is a pain in the ass, even when it should be easy. Practically, local LEO drops their asses at a CBP, ICE, USBP station and they get processed and deported from there. There's no direct repatriation agreement between the state of Texas and Mexico.
