A lot of the Texas hill country is just rock. It has a long, long history of flooding going back well before climate change was even discussed. There’s a cave down there, Longhorn Cavern formed by rushing water that is dry most of the time. It didn’t just appear when climate change became a thing. If you study history there are loads of example of devastating flood.
