The causes we cannot discuss in polite society : when you sit girls in schools untill 18 and set them up for a career, they either abandon having kids, or postpone having kids so late they have 1 or 2 and it should not interfere too much with their job.
And of course, birth control. Abortions and children out of wedlock are not as much a problem in Japan.
To mitigate this either by cutting education, or incentivizing/borderline coercing kids is impossible without getting rid of feminism, and the cause of feminism.
