Case by case basis. We used to have term "sheeple" before it got displaced by "NPC". There are people out there who are literally content with obeying all authority up until their death. Demonizing propaganda is effective demoralization on such people. Everyone else sees this sign and asks themselves "why is there a need for such a sign in first place"?
