It's definitely a bit of both. People are retarded and many do indeed keep voting for politicians that champion this. However take Italy for example. Meloni campaigned on being much more anti migrant and there has not been any meaningful slowdown of the invasion. Or if it has, it's been minor. And no major steps have been made to reverse the invasion.
Take Ireland as well. The population overwhelmingly is against more immigrants yet the invasion continues.
Ireland keeps voting for far leftists, or people who ally with them. Their day to day views apparently don't matter when they vote. I don't get it, but if they want to vote to kill themselves, I guess they can.

It seems as if she's trying, but the courts (as they are here) are filled with rampant communists. I haven't spent hours on the research, and those numbers are very likely to be under selling the point, but it's a source.
