Yes, a lot of them are Black because Canada is seen as very welcoming to Blacks. If your 10 year-old kid is showing athletic talent & you live in Jamaica? Move to Canada for your best hope of him being a pro someday.
The "rouge" is where 1 point is awarded to a team for a missed field goal that isn't run out of the endzone (it's a live ball unless it hits the posts) OR a punt or kickoff that travels into or through the endzone & the player takes a knee.
They get to scrimmage the ball out on the 25 or 40 yardline, depending.
