For anyone ho thinks that it's constitutional to just go bomb someone's nuclear facilities without authorization: is it constitutional to do this to Russia? China? Germany? Luxemburg? So one man can decide, on a whim, to start a war that ends the world because he feels like it. It's nuts.
Unfortunately, the federal government doesn't care much about constitutionality anymore. Which is why, dispite not declaring a war since the 40s, we're pretty much always at war somewhere in the world.

Thomas was saying a big difference this time is that Congress was never briefed at all about the Iran situation, let alone consulted for consent.
He said at least in past engagements, at least Congressman were briefed and some debate was had before Executive action.
Apparently Congress was out on vacation last week and now they will be briefed on Tuesday after the fact.
Maybe they should take less vacations.
