Much of the U.S. interventionism and military action the last 100 years hasn't even been through a declaration of war through Congress, and much of that conflict we were involved in was clandestine, using organizations like the CIA to funnel money, arms, training, aid, intel, and personnel to "rebels", to oust and murder foreign leaders, to topple foreign governments, to create false flags to get us involved in larger scale wars. We've been neck deep in conflict for a long time, "officially" or not.
