Constitutional, yes.
The correct approach in this case, no fucking way.
It's actually not constitutional. No matter how they dress it up as "intervention," "police action," "international law enforcement" etc, the preemptive use of military action is by definition an act of war and the President cannot declare war without approval from Congress.
