Yes, this makes some actual level of sense. Not only are the facilities deep underground, likely 50+ meters down in the case of Fordow, those facilities (just like ours are) have blast doors/etc. This is normally a good thing, but if they had the blast doors sealed, and the bombs nailed the rooms dead on, they would have collapsed the rock/concrete behind them as they went through it, and the blast doors would have largely contained any fallout from going to the rest of the facility.
Without inspectors on the ground, there's likely very little to find that they can monitor, though we might find traces down the road somewhere.
On top of that, Iran claims to have moved all the nuclear material out, so only centrifuges were destroyed. This would, rather obviously, cause no radioactive leaks since there's nothing to leak.
