And the General actually reconfirmed this recently, and says it actually goes back way further. Wolfowitz told him the plan all the way back in '91.
The whole thing is a fascinating conversation between General Clark and Scott Horton, on Piers Morgan.
He got his start in NATO with bombing Serbia, and promoting "multi-ethnic states" since the idea of racial and cultural harmony was something he considered outdated.
