Remember this story out of Omaha where the feds used E-verify to track down more than 100 illegal aliens using fake IDs? And that those illegals allegedly pulled box cutters on ICE agents?
The manager of this particular plant complains that he had used E-Verify on every employee. I don't know if that true, but the so-called E-Verify system only checks that the person (or specifically a record) exists. Furthermore you can be successfully sued for pressing past the bare minimum documentation when hiring: a Hispanic dude speaking no English can present documents for a "John Smith from Buffalo" and you have to hire him or risk punishment. The system is worthless.
Never had a problem hiring illegals. I use a special product called E-Common-Fucking-Sense. If you don't speak English like you've lived here your whole life you don't get a job.

Given he seems open to hiring proper Americans within a week of the whole thing happening, it's perfectly possible he did, indeed, do the legal minimum+maximum of verification and was trying to do the right thing.
Since America is magic dirt where being born on it grants you citizenship, even if you never learn English or pick up on any cultural norms, it's perfectly possible to think you're just hiring people from "Little (Ethnicity)Town" where they insist on not fitting in.
