Why would they be unhappy? The US is a sovereign nation that has a right to refuse aid to an ally in need. They also have a right to refuse to plan for the upcoming terrorist attack.
I know you're a troll who doesn't mean a single word he says, but define the word 'sovereign' in your own words.
