Pretty sure the claim is generally that they started it by waging war against their ethnic Russian population, and by not respecting the Minsk Accords.
But yes, it's not hard to understand why making moves to join NATO would be extremely concerning from Russia's perspective, considering it has been promised over and over that NATO would not expand.
Ok so making a move to maybe join a defensive treaty at some point in the future is worthy of preemptive invasion, but building a nuclear weapon while your politicians chant "death to america, death to israel" in is not. Got it.
