I always got the impression Trump is personally closer to the chamber of commerce repubs in wanting cheap labor but he knows Americans are against that because it's not fair, so hes trying to strike a balance between finally enforcing immigration law to gain our trust, and then striking a deal for a guest worker program. He means well enough, like a boomer who thinks Reagan's amnesty would have been perfectly fine if the border had been enforced from that point on.
