It's called Malthusian population theory. New advancements in tech, or surplus of resources/wealth, or finding new resources/wealth, only improves quality of life for the short term. The excess wealth enables people to have more kids, which grows the population, inevitably depressing the per capita wealth back to where it was previous to the invention or access to new wealth. Thus, when we give infinity money in aid to foreign nations, we're not improving their quality of life or lifting them out of poverty. We're only enabling them to have more kids. Thus, the population of Africa, central America, south America, the Middle East (minus the wars), and the less intelligent parts of Asia, have seen their populations explode, and are expected to continue to explode, only because of our foreign aid, and the foreign workers we mass import for cheap labor, who are sending large amounts of their wages back home, called remittances.

It's all part of the Kalergi plan to depress the White population while exploding the non-white populations, off the back of our our own hard work, giving nons our money that should be reserved for our people.
