Most anime is still 90%+ pale skinned. Even lgbt anime/manga . Making the characters White is not a hard bar to pass. Not race swapping characters is not a hard bar to pass. (the original books of this cartoon had White twins as the main characters and they were race swapped to brown in the cartoons) And you have to be actively anti White to make a cover like this, to make the commies be a group of Whites and the libertarian group be diverse. This is not something that happens by accident.

Hell, even if an anime includes a brown character, brown people dont automatically gravitate towards that and have a fair skinned as a favorite. Brown skin chars are just not as popular.
