I realize you are being sarcastic, but my general experience is that complacency among young black parents is a bigger part of the problem than values dissonance.
Knew someone who worked at a black majority student body school and the class genuinely laughed out loud when she mentioned that people should read books to their kids before they enter school. Many of them had no knowledge of the concept, she took some of the teenage mothers aside and told them they need to read to their kids and the responded with an indignant 'no'
