The other city-states and nations would get word of it happening, and hopefully, some of them will change course in time.

The fear is that this is the last chance for more. We don't HAVE the petroleum to go from industrial revolution to space travel again. We have to make it work THIS time or never.

The infrastructure and tech has long since been dismantled, and all of the high-IQ (White) men responsible for it in the first place died off or retired without training replacements. Unless the world wakes up and does the sneedful by 2030, it's all over. And with the advent of AI...

But bright side, SOME country won't collapse at the same pacing, and can in theory pick up the pieces. Somewhere somewhat independent that is a bit inoculated against the mind-virus. The house of Saud, perhaps. They won't be the same pieces, but over 300 years, they could once again reform, refracture, and reform once again.
Again the fear is the same, they might, sure! Do they have the expertise for space travel? I'd there enough gold left for them to re-learn it? Do they have the tech to go nuclear before they run out of the gas to build the plants?
Space is "the enemy gate is down" it's an instant win once we manage to mine and asteroid that has more gold on it than has been mined in all human history. That's Elon's play imo, transhumanist that he is. Everything he does is in service to that, because in his mind that's the do or die condition, either he gets to space in time or humanity dies on a mud rock. And with those stakes, nothing else really matters to much.
