Yeah not having a passport is not a reason you won't get asylum. I don't know about the USA, but getting a passport in Canada is tedious and requires a citizen who already has a passport vouch for you, and swearing allegeance to the English crown. It also costs over 250$.
The problem is making it to the USA border without a passport. Airports and docks will require passport for international travel.
If he can get to the border though, he can claim asylum over being repeatedly jailed in dangerous conditions for speech criticizing the Pakistani rape gangs targetting White girls, and the government / media lying to cover it up.
Yeah getting an ID here in Sweden if you forgot to renew it can be a real PITA as well, you need to have another citizen usually your family member or a long standing friend that you can prove your relationship with (such as going to the same school).
