USB 2.0 isn't outdated and is in widespread use. USB-C is just the connector, not the data exchange. Any device that doesn't use > 480 Mbps isn't going to bother with the extra cost of supporting USB 3.x.
Yeah, USB PD came in on top of 3.x but if you equate "USB" with charging, you're an NPC.

Well, if you want to get technical, any brain that doesn't support > 85 IQ won't bother updating their terminology either.
Pretty sure modern toasters use >480 Mbps.
