This is true. Essentially state-enforced anti-sexuality will create a more polarized and chaotic public, driving people to extremes. The good news is, with the state returning to sanity, I think people will follow.
On a different note, it might just be nostalgia talking, but I don't think the DOA girls are that horrible, especially without the mass DLC content in the later versions.
