Same reason this happened in Zimbabwe. Black urbanites don't know how to farm because it's wildly difficult to farm in Southern Africa due to poor soils, and poor rain. So, when the government gives them land, they can't farm it. As a result, Black Farming becomes a welfare/make-work scheme.
