That's not a just black thing it's a women of all stripes thing. They just put different accents on the non-committal grunt they use instead of having to finish a thought and make logically consistent conclusions.
A lot of women prefer to finish sentences at the point that makes them feel the most tingly, rather than waste time on troublesome follow-ons like "how", or "why", or "what are my responsibilities?"
