The idea itself isn't entirely bad per say? But it's a little bizarre. Possibly a little retarded. And actually trying to execute and enforce that is absolutely going to be a bureaucratic nightmare.
Basic amenities required for modern life and employment(a reliable car + insurance, a smart phone compatible with modern wireless signals, a home to sleep and shower in, medical costs, and possibly cosmetic surgery to increase employability)
