To be fair, I think in RF4, you're ALSO the royalty in charge, so, you know, you make the rules, not Bado.

Though it does allow the other NPCs to be in there for one reason or another.

RF4 does put forward a good lesson in humility though: The ruler abdicates because a ruler shouldn't want to rule, the new ruler must be one with the land and the lowest farming caste, honor system shops, and peace through superior firepower.
