The religion literally installs them as agents to subvert other cultures. It's built into their holy text. Of course they will not stop, it's their zealous duty to undermine all other faiths and cultures. I've never seen a dogma like Islam's which not only permits but instructs such behavior.
Islam and Judaism are both like that. Its not surprising the quran has some texts that are the same as the talmud's
