So what is being distracted from?
Which means the gag order where they threaten to put you back in jail if you dare to talk publicly about their jackbooted shenanigans was recinded too. That would explain the delay, since old timer wasn't willing to martyr himself by breaking their insane rules.
Having said that, he is an old fart so technically is in a better position to literally martyr himself.
It's a pity the police weren't detained by some vigilantes and forced to read all those books as a penalty for their bad actions.
