Verdicts like that are purely done to act as a deterrent. "Dont you dare to take matters in your own hand", so people who do act are punished more harshly.
It can be seen in OP's video, the woman says "Then you should do something" to the cop. But he does nothing, he only punishes the people who act (by pulling them away - instead of pulling the guys on the street away).
In the end it erodes trust in the police and people eventually do take matters into their own hands. Will be a few years in Germany before that happens, but it will happen. Most likely too late to change anything though.
