Not sure how old you are, or where you live/d, but it had been largely stamped out for years, especially in liberal areas. It was the whole 'good people don't use that word' kind of thing. Any area where liberal moms held power used shame and nagging to shut that word down.
There was a time 'retard' was very popular, and then a time it was considered a really bad word, and most people stopped using it in any sort of polite company. Similar to "faggot." Tons of people used to use it, then it got added to the societal no-no list, and usage largely dropped off.
Now "retard" is coming back, and nature is clearly healing.
The South reigns supreme. Literally nothing has changed in my State since Trump was elected. I might as well have been watching the news about Israel and Gaza when it comes to "Culture Wars" and what not.

I remember when I traveled to the South in the early 2000s and was surprised to hear people saying "nigger" openly, which was unheard of up north. They'd even say it right in front of niggers. Unlike TikTok videos, the niggers didn't do shit about it.
