Not sure how old you are, or where you live/d, but it had been largely stamped out for years, especially in liberal areas. It was the whole 'good people don't use that word' kind of thing. Any area where liberal moms held power used shame and nagging to shut that word down.
There was a time 'retard' was very popular, and then a time it was considered a really bad word, and most people stopped using it in any sort of polite company. Similar to "faggot." Tons of people used to use it, then it got added to the societal no-no list, and usage largely dropped off.
Now "retard" is coming back, and nature is clearly healing.
While what you're saying is 100% true, as a software engineer for smaller companies, it never really disappeared. "What the fuck" and "that's retarded" have always been staples of the programmer vernacular.
