This is why "Brainwashing" was the direct translation of what the Maoists believed needed to be done when you had politically incorrect thinking. It meant, literally, cleaning the brain of wrong-think. The ideology literally captures people. This is why it breaks up families. Being a police officer isn't totalitarian. Now, there are people who want cops to be totalitarian, but that's because they are Leftists. In the philosophical construction of what the police are supposed to be, according to their founder in England. The police are an order enforcement mechanism, even more than a law enforcement mechanism. Frankly, the courts enforce the law, the police simply obey the orders. There isn't an ideological captivity in that. The laws can change, and the police have two major self-restrictions that prevent them from being totalitarian. One: is "that's a civil matter", meaning it is outside of their jurisdiction (totalitarianism leaves nothing outside of it's jurisdiction). Two: "Officer Discretion" means that even if the law is violated, an officer has the independent will of a moral agent to choose to allow the law to be violated so that social order and cohesion can remain in place.
Now, this concept of the police can obviously be subverted by ideological tonalists who get hired in. But, this is what "police" in the west are supposed to be.
Race is not totalitarian. If it were, it wouldn't be possible to notice any differences within a race. It's not possible to claim that East and West Germans are culturally different, because they can't be, because if a race has a totalitarian effect, then there should be no place and time where they differ. If they DO differ, then they must be different races. Which doesn't make sense for East and West Germans.
Okay, so is racism totalitarian? No. Most racism is simple bigotry or prejudice. "I don't like Mongolians" is not an ideological statement, let alone ideological totalism.
