I thought so too and looked it up to confirm it was from the Boston anti-bussing protest. It is, but the caption said "Police chased the group and arrested many of them after they stopped a black man and beat him. The group had been waiting for school buses that had been rerouted to avoid trouble when the black man happened by."

But that was from the AP so consider the source. They've always been subversive and biased.
