To the decades of cooling, nuclear winter's a gradient not a binary. India and Pakistan are nuclear armed, but not on the scale that USA and the Soviet Union were back when that particular brand of doomsday soothsaying was more popular.
Most of the predictive models are a decade or more old and have been shown to pretty heavily overestimate the degree and longevity by other natural stratospheric particulate injection events that have happened since. But even so I think some of the more modest models predict only 1-2 Celsius cooling for 6-12 months if India and Pakistan fully unloaded on each other.
