If I'm understanding things correctly, big if, the original bill The International Emergency Economic Powers Act was passed in the 70s to give the president broad authority to finance emergency situations.
This proposed bill would essentially state that any entity receiving money from the fed, say a contractor, who engaged in boycotts against Israel would loss the contract and be charged with a crime.
Has anyone ever violated this law?
Because I feel like to get the contract you'd have to agree to not engage in divestment anyways.
