Now they are. The "Resistance" was 30 lesbians, 1 idiot black, and 1 high-functioning hispanic man. Disney's new Republic is staffed by ineffectual morons and got destroyed off-screen, basically, because the writers don't know how to convey a functioning society if it isn't based on destroying things.
