That's true, but to expand on that, a welcome to country is designed to reinforce that "you do not own this country" which carries the implication that it doesn't matter what happens to the country because it's not yours.
You care if your house gets termites, but not if your hotel room has it because you can just get another. That's the underlying strategic point of it beyond just humiliation.
