It was, because from around the 60s until now we have been watching the erosion of "high trust" in society. There is a reason why the "America we all miss" is in the 50s, and that's because it was the end of that existence.
You can pick which ever event in the 60s you think is responsible and probably be right to some extent.
The 90s was when we were finally hitting a bottoming point. Like going from a positive to hitting zero to going into the negatives. The 90s were the 0 in the scale.
I mean, that has been the legal system since the day someone invented it.
All the various limitations and systems put in place, especially in America, was meant to prevent this as much as possible.
But it was still only marginally capable when we lived in a high trust society where judges still had to go to bars with the town they judged in.
