I think it’s more the people at the top want more corporate farms that are on their side/easier to control, while the front line people who actually work to shut down these farms are environmentalists that don’t like farmers “destroying” the natural landscape.

I know Bill Gates owns the largest percentage of farmland in the US, so I imagine you are right
