I really think he believed that being the one to "warpspeed a vaxx and beat Covid" was going to be his lynchpin to win the 2020 election. Whether that was his own idea or the idea of those around him being sold to him, we'll probably never know.
He was a complete retard for thinking so, like a lot of his first term's decisions were, but maybe we all were for letting ourselves be lockeddown and believing "only two weeks" to begin with.
