Getting to the moon is, like, 100,000X harder than crossing the Atlantic ocean. Both in cost and effort.
There's literally nothing on the moon. Every scrap of building material, food and water would also have to be brought from Earth. 112 people on one or two ships couldn't just plunk down a colony. It would take (I'd guess) 50 ships. Then an ongoing fleet to supply them for years too.
Mars at least has water. Yes the Moon "has water" just like the soil in Canada "has uranium" in it: trace amounts almost impossible to extract.
