Chi-Chi even exclaims Gohan looks like a gang member during the Cell Games saga when both Goku and Gohan have managed to attain a permanent SSJ1 state to skip the power-up.
The ultra conservatives of any culture are always against dying the hair . That doesnt mean there wasn't a "coolness" culture surronding it. Just like in the West, dying your hair didn't originally have a stigma of being a woke activist but only recently is that now a thing.
