I've always assumed they would flood them with 3rd worlders after sending as many white men to die as possible.
Population replacement is the core mission of the EU: white Europeans out, brown 3rd worlders in. They've been pushing it at every level, from the commission to their fake courts. Everything else is secondary to that goal.
