The Welsh are Celts. Angles are Germanic, so not Anglo-Celt. Those two are very far apart. Less far than Russia-Finland but more than Lithuania-Russia (Balto-Slavic is one group).
Angles and Saxons are both Germanic peoples. Anglo-Saxon is just their combination. And of course, Anglo-Saxon was a Germanic language and English today still is, despite its massive influx of French and Latin vocabulary.
And the Welsh don't have anything to do with the Angles.
