I don't think collectivism is much a factor here because highly collectivist nations like Japan have plenty of interesting crimes no different than Whites.
I think its just because PoCs in America/Canada lack a high enough average IQ to produce that rare unique psycho (IQs highly correlate with neuroticism which is what compels many of them), while also being never truly "stable" enough to develop complexes that would create lives like that.
You aren't going to spend your days stalking a woman to spend all day mutilating her and then disposing of the body when you live 15 to a house in the ghetto and have to steal multiple times a day just to get by.
