I’m betting that product movement is mostly sea based currently. Remember Mexico is getting their fentanyl from China, it’s not a stretch to think the cargo containers are being used to ship product, especially given the volume of cargo shipments going stateside from Central America.
And Florida has had an illegal immigrant problem by way of water for a long time itself, so its not unlikely they are using some of those channels and ports.
