Even taken at face value, wouldn't the purpose of identity theft to pay into the system ultimately have the goal of using identity theft to withdraw from the system eventually?
"They aren't stealing from you right now!" is not a world-class defense.
Exactly. They're also screwing up the actual person's credit at the time and can leave them open to audits when two tax returns get filed.
