Every LTL option has efficacy issues, but pepper spray is probably the most stopping power even if it has issues with being close ranged/requiring a face shot/possibly getting yourself with it too in enclosed or high air flow areas.
Tazers are a especially big problem with winter coats, though. that's my big concern.
