Israel as a state just didn't pop out of whole-cloth as a specific result because of the holocaust; there was an active movement of Jews into the holy land all during the time period leading up to WW2. There was even the Haavara Agreement, which encouraged settlement of Jews from Germany into the at-the-time-controlled-by-Britain Israel/Palestine.
