Sometimes I like to read random boring documents to learn more how the world works. One that really stands out to me was a diplomatic cable regarding foreign aid. The program in question was related to some sort of women's health program in Africa, and discussed how it would establish a funding stream into the region.
Yup. It's never even meant to help anyone generally. It's a financial infrastructure project for propaganda funding, influence peddling, and intel recruitment.
